A wallet cannot claim one
Registration must be signed by the agent's own key. The wallet that pays is the controller: it administers the identity and can hand it on, but it cannot sign as the agent. The agent signs offline and never needs gas of its own.

This proves control of a dedicated agent key. It does not prove autonomy, and no on-chain protocol can. Every identity carries the method behind its claim so consumers can set their own bar.
